I own a 2000 Honda civic d16y8 I have this on going problem with idling if I don’t have the ac on it idles at 300 and surges really rough and the car would die trying to reverse or 1st gear this only happens after a while of driving the car. If i have the ac on it holds idle better at 800-1000 but still surges at times

the changes the done to try and to fix the issue was spark plugs the packs for the spark plugs , the distributor and the air control valve and it still happens I really don’t know the issue here and it’s been making me tweak out so if anyone knows how to fix it or help it please let me know
