Default Ignition problems. 90 EF Hatch Dx

Hey all,
im coming here looking for help. I just got a ef hatch out of trade for my 01 Integra that had been in terrible condition. The EF I have has a jumper wire for the starter and when I jump it I does turn over but the car never catches. And I know I need the main relay to send fuel and I even replaced that with a brand new one. I still get nothing unless I jump the relay. I pulled the ignition switch and tested continuity. The continuity is perfect for every position of the switch. When I plug it in nothing that happens when I turn the key, Not even lights on the dash. The headlights and interior light work in position 1.
I started checking fuses and everything is fine and I even replaced the fuses that looked even close to burnt out. Im completely lost and just need any insight and want to know if anyone else has had this problem.

Is the car stock or have the wire harnesses been replaced or modified? Manual or automatic? The little plastic button for the clutch interlock switch is a common failure which might create the symptoms you are describing.

The car is stock other than bypass wiring because of this ignition switch from the previous owner. I will give that clutch lockout a look tonight when I get home from work. It’s the dx manual so as barebones as they got really.

update the starter safety switch is just not on the clutch pedal. It was replaced with just a bolt. I’m gonna do some more digging while I wait for the part to be shipped in to the local autozone.

update I found out that the clutch relay is the same as the one in my broken down em2 civic. I put that in and I’m still getting nothing. I started testing the continuity from the battery ground to all of the wires on the ignition switch and they all but the accessory wire had continuity. I’m at a complete loss and just my little knowledge has me stumped. I can jump the starter to the battery and jump the main relay but what ever is supposed to tell the main relay and dash to turn on is just not doing it.
