this question is very important because i’m looking to spend lots of money on upgrades

Because it doesn't plug in. However, you can purchase an OBD-2A -> OBD-2B ECU adapter harness and then plug it in... the question is WHY ??? The '99-00 Style ECU requires additional emissions components that aren't found on the '96-98 chassis, so you will have codes all the time unless you swap in a '99-00 fuel tank and charcoal canister with the additional necessary wiring.
