Default P1361

99 Accord 3.0 stalled out and DTC P1361 was the code. I checked the sensors using a volt meter and must have misread something because I thought they tested fine (I will get to that in a minute.) With that info I continued down the path of trying to figure out what was wrong. Tested the coil it's fine and I have power to it. Thought maybe the ICM was dead so I started testing the leads to the distributor, and I have no power. Checked the wires running from the distributor to the coil and they look fine, tested continuity and ohms and all checks out. I didn't want to get to testing the PCM just yet as the car is on the street. Today I decided let's get back to the beginning of all of this and retested the sensor, which is in fact no good. That's some news, but it still doesn't explain the no power to the distributor. I tested the ignition switch, it's good, fuses are all good, I have power everywhere but the distributor. Will the tdc sensor cause the power to the distributor to be cut by the PCM?
