Default Disconnect Fans Connector And Both Fans Run

1998 Accord LX 2.3 l testing the fans and disconnect fan connector to jumper pins to test the fans and when I turn ignition on both fans run without the jumper. I am having an over heating problem when not moving so not sure what to think.

I found that the fan temp sensor was bad and now the fans both kick on at 200 degrees. However, if I drive at highway speed everything is OK but when I come to stop after driving at high speed both fans run but the temperature rises to the top of the gauge jst short of boiling over. New Aisin pump and thermostat and hoses. Flushed the radiator inside and out. New fans. Any ideas?
