Proper Balance belt tension.
Turning the the cam 3 teeth CCW simply doesn't tighten the balance shaft belt. When you tighten the bolt the tensioner always scoots up.
I haven't found a solidified answer to this yet either I've scoured all kinds of forum and videos. Some people say its supposed to be loose.
some say its supposed to snug and your not suppose to pull the tensioner down because that could damage other parts and if its too tight it'll whine.
right now i have it relatively loose but not absent of tension im debating leaving it loose.. I see some people not even taking their timing belt covers off
and adjusting their timing belt tension from outside not even checking the balance shaft belt and I know that makes it loose.

It needs to have barely any tension on it when you initially set it. It will probably seem loose to most people compared to how the timing belt itself is set.
The balance shaft belt will indeed whine like crazy if you set it too tight. You will definitely be able to tell if you have too much tension on it.
