How do I access the starter and engine solenoid, which are apparently located under the intake manifold? What parts need to be removed?

Remove the intake manifold, fuel feed line, intake air tube, and brake booster and evap hoses. Lay a towel over the valve cover and lay the intake manifold up on the towel (with the throttle cables still connected). You will have free access to the starter for easy removal. Make sure the battery is disconnected... and be careful around the knock sensor, it is fragile.
