Does this bracket bolt down with the VTEC solenoid?

Default Does this bracket bolt down with the VTEC solenoid?
Looking for how this harness accessory bracket attaches to the rear right of the D17A2 engine. Best I can figure out is to unbolt the VTEC solenoid and attach it through two of the bolts. Is this accurate? More importantly, WHY would they design it this way?
