1994 Del Sol - SRS Light
I have a 1994 Del Sol S with the SRS light on. I bought it this way recently and so I don't have a history. The car is 100% factory stock. Besides wanting the SRS system to actually work, I also live in Virginia which requires safety inspections and is failing for this reason.
I've searched and found many threads on how to reset the SRS light, as well as how to pull codes, and nothing seems to work for me. Lots of people ask in these threads what to do if the light never goes out, but there's never an answer.
What I've tried:
Resetting the SRS light - Found the yellow 2-pin connector in the fuse block connected to dummy socket. Insert a jumper, turn key to on, SRS light never goes out to start the reset procedure.
Pulling SRS codes - Found the blue 2-pin connector above the passenger kick panel, insert jumper, turn key to on, SRS light stays solid on and does not flash.
Both horn buttons in the steering wheel DO work. CEL is not on after engine start. 109k miles. Factory seats, factory steering wheel, factory original everything.
I'm hoping someone can guide me where to look next for the issue.

I've replaced the SRS module and there is still no change. The SRS light doesn't go out even if the reset or diag connector is jumped.
Can anyone shed any light on what could be the problem?

That's the problem. It won't give me any codes when I jump the diag connector on the passenger side, SRS light stays on and doesn't go off. Same when I try the reset procedure, the light won't go off either when the yellow connector is jumped from the fuse block.
Yes, I believe 1994 was the first year for dual air bags. I might just replace the clock spring anyway even though it seems to be fine. I don't really have any other ideas.

1) Disconnect battery, wait minimum of 5 minutes.
2) Remove lower cover plate from steering wheel, disconnect air bag and attach red short connector.
3) Remove glove box, disconnect air bag and attach red short connector.
4) Remove center console and plastic housing at center, far forward under dash (behind radio and heater ducts).
5) Disconnect Air Bag Module, and remove the 4 T30 Torx bolts to remove the module.
6) Reinstall in reverse order.
The only thing that changed after this was my CEL now acts differently for some reason. Before, when I turned the key on but did not start the engine, the CEL would illuminate and stay on until the engine started. Now, when I turned the key on but do not start the engine, the CEL comes on for a few seconds and the turns off. Also stays off when running. The diagnostic connector and SRS reset connector both still fail to extinguish the SRS light after the specified 6 second interval to reset or pull codes.
Resetting the SRS system utilizes the yellow two-wire connector found on the face of the under-dash fuse box. There is a process using a jumper/connector over a specified amount of time... shorting the connector, then unplugging, then shorting again, then unplugging again, etc. until the SRS light flashes 3 or 5 times... anyway, this process is found in the FSM. You do NOT check SRS codes with the service connector on the passenger side kick panel... that location is only for engine codes. You will use the yellow SRS service connector on the under-dash fuse box and the SRS light will blink the stored codes. If you have ever unplugged an airbag, you WILL have a stored code.

What's interesting is the second fuse your image shows should be a 15A, but the only 15A fuses shown in my fuse block label are 1 spare, the Radio/Cigarette Lighter, and two labeled as ACG (S), which I have no idea what that means. One of the ACG (S) is located next to the SRS fuse and is probably that other SRS fuse and has a good 15A fuse in it. The other is on the far left and has a plastic plug in the socket instead of a fuse, though your #40 picture also seems to show the same. The connector circled in the red is the one I try jumping but the light doesn't go out.
Curiously, I see the note on your first image mentioning 1994 models with SRS retrofit. My 1994 is a very early 1994 model manufactured in 1993, so not sure if this relates somehow.
