So I have 1997 honda and it's been dimming the lights when I start it it throws a p1298 and my speed dominator does work when I'm driving it wants to work but stops

 

Your Electric Load Detector has failed. The ELD is located in the under hood fuse block under two maxi fuses. Each ELD is model and sub-model specific. You can find used ones on eBay all the time, just make sure the part number and plug style matches your old one.

 

There was a Honda service bulletin many years ago. Fuse No. 15 is likely blown; this is usually due to a short in the engine wire harness rubbing a bracket or the wiring for the O2 sensor.
