Default Civic EF 1988 wipers not parking and no ICU

So I tried to import an EF civic into my country and it has to undergo inspection. Sadly it failed to pass due to the wipers not parking when turning off. (Not the only points it failed inspection on but the others are easy fix)

After some research I found that the problem may be the ICU but due to mine being a Kswap it didnt quite have the original electrical harness and my ICU (including some other headache inducing stuff) is missing. After scrambling through wires I found the Hi speed and low speed are just hardwired and nothing else. (No intermittent, no park etc.) The wipers work on Hi and Lo mode. Is it necessary to have an ICU for the wipers to park or does a 5pin relay also work with the OEM wiper stalk?
I tried following directions from the youtuber wiring rescue on how to wire a 2 speed wipermotor but no luck so far. I want it to work with the OEM wiper stalk but with my limited electrical wiring knowledge i've hit a wall at the moment.

With the caveat that my answer is based on a Civic built for the USA, without an ICU your wipers are behaving normally, so it is possible that the wiring is fine. Until you can replace the ICU, adding a jumper as shown below between pins 8 and 10 (the two Blue/White wires with a Green wire between them) will solve the problem of the wipers not returning to park. You might solve multiple problems by simply installing an ICU. Do you know what other functions the ICU is intended to perform on your car?

oh yea sorry my Civic is european since I live in the Netherlands, I havent really found any difference in de wiring diagrams NA -> EU.

All i know the ICU was used for the INT mode and park mode. The 2 things that are currently not working since I dont have an ICU. With some messing around with wires I found out that my Fuse kept blowing, so right now I'm at the point where I uninstalled the motor and opened the part where the worm wheel and the cogs with the drag contacts are to see if there was any visible issue or dirt causing the shortage.

This is one of the motors, still need to get to cleaning out the old grease.

Since its a kswap and the car is originally from Ukraine the interior harness isnt what it used to be sadly so I had to spent 2 evenings/nights to figure out what cable goes where...

I can't remember if I tried hot wiring the 2 BLU/WHT wires together yet but i'll give it a go after cleaning the motor and contacts.

In your first post you said "The wipers work on Hi and Lo mode." The only issue was that they did not return to park when you turned them off. In that case I don't see the point of disassembling the wiper motor. It looks like you have enough problems without trying to fix things that are not broken. By the way, can you explain what "Park mode" is?

Park mode is essentially the wipers automatically going back to the down position no matter what position you turn it off. Currently my wipers stay in whatever position you stop the wipers.
From my research through several wiring diagrams it leads back to the ICU having a seperate park function.

The reason for me disassembling the motor was me blowing fuses which lead me to believe it was either:
A. the wiring: somewhere in the mess that I may call an electrical harness there might be a cable swapped or a faulty ground cable which wasnt the case after "The great search"
B. Faulty connection in the wiper motor itself for the park mode. (Instead of grounding itself in the park position it kept making contact for some reason and would short the fuse)
C. Wiper motor failing due to either age or old tough grease which makes the motor perform more and take more amperage for it to move.

For now I'll reinstall the wiper motor after checking, cleaning and regreasing and then try to hotwire the 2 BLU/WHT wires.

OK, I thought park mode was something separate from the windshield wipers. I thought it might be that thing that some European cars do with their lights while parked. When the lights on the side next to the street stay lit for some reason when the car is parallel parked. Good luck with your wiring!

So I tried cleaning the contacts from grease of the 2 wiper motors I got, reinstalled them wired everything backup including trying to hotwire the BLU/WHT wires from the switch and wipermotor but the wipers still dont want to park and just stay at the position they are turned off in.
I got another 2nd hand wiper motor on its way which hopefully fixes it and also have a universal wiper switch with a 5 pin relay which I can the instead of the OEM wiper stalk otherwise I am at a total loss.
I triple checked the wiring comparing it to the original wiring diagram and a DIY tutorial about how to wire a 2speed wiper motor with a park function but still not the desired effect.
