Default Tail Light Wiring Problems

Please help! Currently unable to drive my 97 Civic EX. Upgraded to clear tail light housing. Drawback of this is the halogen bulbs I had for brake lights were yellow (shined red through previous red housing). So I decided to upgrade to LEDs. Problem is that when my night time running lights are on, my LEDs stay only one brightness even if I click the brake pedal.

Now I’m pretty sure I understand the basics of the circuit. Black cable for negative, green white for brake light, and red black for tail lights. I also know the circuit still runs fine considering when I use halogens they work normally getting brighter when I brake and my night running lights are on. I know this is because they are dual filament and can run two circuits unlike the red LEDs. However, I don’t know how to make a circuit that will let the LEDs work properly. I originally thought of using resistors to make the running lights work at only 80% of the power they are designed to so that when the brakes are pressed they will run the full 100% and look brighter. However it appears from testing that both the green white and red black cable both supply power for running lights, and for brake lights! So I cannot isolate one of the two power sources. Any ideas?
