98 civic rev limiter at 5500 rpm

98 civic rev limiter at 5500 rpm
Hey guys, I have a 98 civic ex bouncing off 5500 rpm like it’s a rev limiter. It’s a d15 jdm block and a d16y8 head. Yes I pulled out the oil jet valve before I put the head on, and my vtec solonoid is brand new. Car runs mint just has a limiter at 5500? Any ideas?
