Default 2001 civic clicking noise when coasting/slowing down

Like the title says I have a 2001 Honda Civic LX manual transmission that whenever I go to slow down, I can be in neutral or in any gear. It doesn’t really matter. Whenever I start to apply the break, I feel a clicking sound under front right wheels almost like it is rotational noise. So when the wheel roll, it seems like it clicks every time the wheel rolls. I had already changed lower control arms due to bushings being shot, someone told me what I was describing to them would be CV axles. So I change the CV axles and the noise is still there. I was gonna see if you guys had any idea what it could be? Could it be ball joints, tie, rod ends, or stabilizer links. None of which have any play in them. And I have also checked the brake rotors and the brake pads and they look good also. so I’m kinda confused on what’s going on. Any help would be appreciated.

A dust shroud or other part can make contact only under certain conditions , sure sounds like a braking problem and sounds like you've checked things out already so either turn up the radio or ride the brakes harder and see what pans out
