Are the valves open when at tdc?

I’m fairly certain that they are but I’ve seen videos with them all closed.

I have a 2001 crv. The timing belt broke and there was carbon marks in the valves where the pistons hit.

I sent it to the shop and replaced all the valves.

im about to install it in the block but noticed that 2 exhaust valves on cyl 2 are open slightly and 2 intake valves on 3 are open.

is this normal?

if anyone wonders why there are 4 different colored exhaust valves, it’s because I order from rockauto and got confused when it said x2 and thought I was getting 2 for that price. Turns out it means minimum of 2 because they come in the box with 2.

So what I was seeing when all the valves were closed, was a head with no cams in it.

Yes they are at overlap. Not in firing though.
