Fuel gauge issue - low voltage on pin to fuel sender
My fuel gauge flips between reading too high, and reading empty. The fuel sender seems to be working based on a few resistance readings. I followed the service manual procedure and found low voltage on the line from the cluster (should be battery voltage, I'm seeing between 2-8V). I have good continuity on the wiring from cluster and to ground. It's tricky to measure, but it seems the low voltage originated from the cluster itself. I tried resoldering the main connectors on the cluster PCB but that didn't help, and I'm not seeing any obvious issues on the PCB.
Anyone else come across this issue? What would the next step in diagnosing be?

I resoldered a few more things last night, and thought I'd fixed it. But after the cluster sat overnight, the problem returned, very low voltage coming from pin (B2, YEL/BLK). After 10 minutes with power to the board, the voltage rose to (almost) battery voltage.
I haven't been able to remove the PCB from the cluster housing, so I can't see traces or components on the back side. Any tips?
[Update] resoldered most of the board, seems to have fixed it.
