1995 Honda Civic Doesn't Start

Default 1995 Honda Civic Doesn't Start

WHAT I HAVE:
1995 Civic Hatchback. D15 Engine Swap.

WHAT'S WRONG:
It was running fine until it was parked on the street for months without starting it. Now it won't run.

WHAT'S GOING ON:
Battery voltage is at 12.X - drops to below 12 after a few attempts.
It cranks.
Fuel Pump doesn't prime on Key On (II)
No power to fuel pump.

WHAT I'VE DONE:
Fuel Pump works when you run power to it.
I'm not getting a voltage signal on connector to fuel pump. Ground is present.
The relay works.
I'm getting voltage signal on fuses 31, 24 and 18.

QUESTIONS:
CEL stays on at Key On (II). Should it stay on until it starts or should it go away after a few seconds even without starting the engine?
I also attached a photo of the ECU. It doesn't show anything blown (eg. capacitor)

How do you know the relay is sending juice to the fuel pump?

I'm not too sure if it is actually. When I switch the key on (II), I hear the relay clicks but the fuel pump doesn't prime. At this point too, I don't get any voltage signal on the connector to the fuel pump.

I also tried starting the car (starter engages) and see if I'm getting any voltage signal to the connector, none.

Yeah, I checked the fuses I know are related. I'm getting voltage signal on fuses 31, 24 and 18. Are there any other fuses I need to check?

My 92 SI is doing the exact same thing. Just started after parking it overnight. I have checked the PGM relay and ensured that it works correctly on its own. My car will run with ether (starting fluid), but the pump will not prime and the injectors get no pulse. Would love to find an answer. Hoping its not the ECU at this point

Ended up being the ECU too, but it gets exciting.

Looks like mine is the same as yours.
- all fuses are good
- fuel pump works when you probe it
- there's fuel from the rail
- i'm getting voltage signals and ground to and from the relay EXCEPT YEL/GRN wire from relay to pump.
- will run with parts washer or brake cleaner
- will not run when you crank and probe fuel pump

QUESTION: Does the orange/amber engine light on your dash go away when you put your key on position 2?
- under normal circumstances, at least with mine, when you put key on 2 (before starting), this it will light up for a few seconds - cycling, and go away. Mine stayed on until I figured out what to do with the ECU.

The ECU basically was not priming the pump and not sending voltage signals to injectors to put fuel. Some issues I've seen where because of one or 2 capacitors on the ECU that went out. Not the case with mine as you can see from the photo above. I think it's the IC17 chip.

This is where I found the answer:

Anyway, I'm going to order the IC17 chip replacement and probably the set of capacitors. Might as well do those too.

I have not checked my CEL yet. I will have to check it today when I get home. Thx for the update. Please keep posted of your fix. I have owned this car for 19 years and have never been in this situation personally. And I see the ECU's are up there in price

Little update on my No start issue or better to say no Fuel Pump Priming or Injector pulse. I sent my ECU to https://jasonwaterstuning.com/ it was quick and reasonable. He bench tested my ECU as well to ensure there were no other issues I was not aware of. I can tell you it was fast and the communication was super fast as well as the work performed. My car has not ran this well in probably 6 yrs.

Most definitly did. As I stated my car has been running kinda bad for about 6 yrs. And I had previously changed to a brand new engine harness thinking that was the main cause.
