Fuel pump won't prime

Did a b18 swap to my 99 civic and
the fuel pump won't prime sometimes. dash lights up and it runs when it primes

If the dash doesn't light up that sounds like an ignition switch problem. Otherwise I would have thought it was the PGMFI Main Relay.
