Default 00 Civic Interlock Solenoid Issues continued...

Have a 00 Civic EX. The shifter shifts out of park seemingly fine when car has been sitting. When driven for about 30 mins and turned off and going to drive again, is when it seems to not want to shift out of park on its own without using release. Have cruise control, Horn works, brake lights work, fuses seem okay. I went through the factory service manual and did some testing. I was a little confused on the test for the solenoid itself. I had a junkyard solenoid assembly and per FSM instructions, I used ground to the pin and put other lead to battery power. Nothing happened at all while trying the different things it said. I don't know if I was doing something wrong. I read the instructions over and over. While on car, there is a clicking and you can see the white piece clicks open for a second and shuts off again. I can make the shifter work and usually it does. But after being warmed up it doesn't work. I have no idea why or what could cause this. Advice would be greatly appreciated.
