Low Engine Temp With Hot Air Blowing 2008 Civic FD1

I just collected my 15 year old FD1 last Thursday and something happened yesterday.
During the test drives and on day of collection, the issue below never occurred. When I started the engine then, the engine temp raises fast and steadily to the half mark and air con kicks in immediately.
I live in Singapore and the average temperature here is 30 degrees Celsius and air con is always necessary and turned on.
When I started the engine today , the engine temp was at the first bar. Hot air was blowing through the air con vents.
After 5 mins of idling nothing changed so I drove off. About 20mins of driving later, the engine temp rose to about to a quarter of the gauge and the air con kicked in slowly. Been driving for an hour and the temp level never reaches half the gauge. Always a bar below the halfway mark. Though the air con now blows, it's not as strong.
Any idea what could be the issue here?
Engine oil levels and coolant levels are all good.
