Hi everyone, does anyone know what this is and it’s use? Can it be removed ?

It's part of the power steering system. I think the intent is for it to allow the PS fluid to cool a bit before returning to the rack, but I highly doubt it's very functional in that regard.

Kits like the Chase Bays Powersteering kit delete that part of the system. If you have Powersteering in the car and don't want to start messing around with custom lines, then leave it in.

Your a legend! Most civics I see don’t have them, almost looked like a heating element! Lol!

Chance is correct - this is a power steering cooler.
