Default Sway bar bushing mount ripped out with part of "frame" 99 CRV

Hi all

Was replacing outer tie rods and decided to refresh the sway bar bushings and links while I had the car up.
Unfortunately the passenger side bushing mount and bar was just hanging. The bolts and metal from the frame were still attached. Is the plate that the mount bolts to a subframe of sorts or is it a plate I can replace more easily?
If the former, looks like a welding job is going to happen. Anyone deal with this issue?

Any assistance is appreciated!
