Is it safe to just swap out ECU?

I currently have two same car and engine sitting on my garage. I noticed that the other one doesn't seem like it's kicking that hard in VTEC.
The engine is H22. I've checked oil level, vtec solenoid (cleaned/tested), spark and fuel. I've yet to test my oil pressure since I don't have any gauge on me right now.
I've read a post somewhere where he just swapped ECUs and his idle issue is gone and I thought I might try swapping the ECU on both cars. They don't have the same ECU despite having the same engine. The other one has a P06 which is apparently converted to VTEC and the other is just a stock ECU.
Both are OBD1. I don't know the history of both ECU if they're tuned to any maps or whatever since I just bought it recently.
Is there any proper way to swap the ECU? Can I just unplug the battery and remove the ECU as is and just put it on the other car?

you don't need to disconnect the battery to swap out the ECU.
Just because both cars have the same engine, there are other variables why one performs better than the other.

I see. Well the difference isn't small to go unnoticed. It's like a different car tbh. Both cars are stock with just some bolt ons CAI.
