20hp difference feels like night & day b/n TypeS H22 & Base H22, or something wrong?

I just bought a 5th gen Accord with a Base H22 and an M2T4 LSD Transmission. It has a CAI and a chipped P06 ECU which is apparently converted to vtec.
My brother has the same car but with a Type S H22 with the ATTS not working. The mods on his car are CAI, Full exhaust except Headers, coilvers, and a stock ECU.
There are things that are missing on each other's engine bay like the:
-Base H22 has an injector control module while the Type S doesn't.
-Valve cover hose to intake has a breather filter on the Base while on the Type S, it has a hose.
-some vacuum hoses are bypassed on the Base while the Type S looks all routed.
-Base doesn't have an Oil Canister, Type S has it.
Now my concern is, the Type S is way faster and the vtec kicks harder and has a more pronounced change on the sound. Is the 20hp difference that big?
I checked my Vtec Solenoid and everything is working. Oil level is good, Tachometer/Speedometer/VSS is working. Both transmission has the same drive ratio from 1-final.
Is it perhaps on the tuning since mine has a p06 ecu? Mine kicks in vtec and i can feel and hear it clearly but there is also a time that it doesn't kick, why is that?

Do you know what gearbox your brothers own has? I am curious about the ratios and final drive etc.
VTEC definitely kicks harder on the higher end models, that's the same across all honda engine families, for example K20A (220hp) kicks MUCH harder than K20A2 (200hp) etc.

I've only had this and a D15 before so I wouldn't know much but even a 20hp increase on an EG Hatch isn't that much and it's a light chassis at that.
It really felt like a different car tbh. I'm kinda disappointed since I want to keep it all motor.
I've read a few posts before about Type S vs Base but never a topic about the power difference since most don't take it that big of a deal. I hope there's just something wrong with my fuel, air or spark or even the ecu so I can get it back where I wanted to.
It's interesting to learn that higher-end models kick harder in vtec. It kinda do makes sense tho since the internals and some of the sizes aren't the same as the base so even a bolt-on 20hp gain on the base wouldn't necessarily mean it would compare to the higher-end models I think.

Recently read about oil pressure and I'll try to check my oil pressure. Also, read about IAB. I'm still confused about it but it kinda sounds vtec too lol.

Ive been thinking about it.
Are you sure your VTEC is engaging? What is the vtec crossover point for your engine?

The Base kicks in Vtec and although the sound is faint, I can still feel and hear the difference but not as much as the other car. Also, the Vtec sometimes doesn't engage. It seems like it only engages when you go WOT from the start. If you do it slowly, it won't kick even at the 5k rpm range.
Also, there are times when it kicks on lower RPM (randomly; 2k-4k RPM) on the base. The Vtec is inconsistent and very weak if I'd compare but the Vtec is there since when I disconnected the Vtec solenoid, it won't let me get past a certain rpm (I forgot, I think 5k or around)

Haven't got my gauge to test my oil pressure but I've tried testing the ohms and continuity of my Vtec solenoid on both cars and both are working. Only one thing was missing on Type S which is the oil pressure switch. It has a PS on the Base.
Is the Base H22 perhaps low on oil pressure? But it should appear on the dash if it's low on oil pressure right?
I'll be doing an ECU Swap, Vtec Solenoid Swap, Valve Lash Adj, Oil change. If none works, I'll try bypassing the Oil Pressure Switch. Let me know if there's something else to check, thanks!
