Oh right I misread your initial post. Make sure the bore for the bushing is clean and free of rust. You can try putting the bushing in the freezer for awhile, and then heating the lower arm with a small torch, then trying to hammer it in. If that doesn't work you will need to use a press. They are technically supposed to be removed and installed with a bushing driver and press.

could it be done with the ball joint press ?
