Default 92 Honda Accord Maybe a pic will help

I bought this for my grandson. Sweet car. But his petite uninsulated girlfriend is very cold, a lot. And the Honda's blowing from the vents, whether you choose "inside or outside" circulation is very weak. There does seem to be a slight increase with turning up the fan speed. (slight). You can hear and see the doors open and close. There is no filter. It sat under trees for years. When I suggested we make sure of our intake, my wonderful mechanic said, it can't be that because it doesn't make a difference whether it is set on inside circulation or drawing from the outside. Obviously, the fan works (how well, I don't know). I suggested replacing the resister just because it could contribute to the problem and he is in there. He believes it is because the foam and insulation is rotten and falling apart (not plugging, but letting air escape) in the ducts. I think that contributes, but the flow is very weak and somewhat consistently poor from all vents. Built-up compost has been an issue throughout this car, as well as water leaks. Is it worth considering a fan/resistor, or some other electrical part is working, but just do it poorly? Is there a way to test the flow? Like an air compressor and homemade block to push the air through from either side? Or just get a new resistor, it's old anyway, and spent a lot of time damp.
