Default Will crank but won’t turn over

So I had my 91 civic dx hatch running a few years back and trying to get it up again and on the road I’ve put a new battery with new ground cable but I’m not get any dash lights on and I don’t hear the fuel pump primed or the relay click my friend gave me a relay from his civic to try and same scenario if I crank it while spraying starter fluid it acts like it wants to turn over my next thought is the ignition switch im not sure what’s going on it’s got new fuses and I would hate to spend the money and not fix the problem I was wondering if anyone had any ideas or advice

Check ground wire on driver side between chassis and valve cover

any codes showing on the ECU? always the first thing to check

what codes would you be referring to ?? It’s OBD0 so there is no way to show codes on a scanner and there are no lights on the dash to show any codes

pull back the carpet on the passenger side to expose the top of the ECU - turn ignition to "on" - look at the red LED on top of the ECU - count the number of flashes on the LED - if there is more than one code stored, the LED will flash for the 1st code, pause, flash for the next code, pause, etc.
