STOCK 1993 Civic is lower than Texas DPS legal limit ( "24 to center of headlight )
I planned to drop my '93 Civic DX hatch a couple of inches, but checked the laws just to be sure how low i could legally go.

"Head Lamps
Every head lamp upon every motor vehicle, including motorcycles, motor-driven cycles and mopeds, shall be located at a height of not more than 54 inches nor less than 24 inches to be measured from the center of such lamp to the level ground upon which the vehicle stands when such vehicle is without a load.
Guess where my STOCK headlights are located, using STOCK wheels, tires, and springs ?
22" to the center of the light, and 20" to the center of the filiment when measured on flat ground.
So what kind of ticket am I looking at if I get a cop that is having a bad day if I were to lower the car ?
Also, what about an air dam on the front of the car?
How low can you legally go ?
i keep searching for laws on how low you can go, but just keep seeing how HIGH you can lift a truck.

Just because a law exists doesn't mean it's enforced, or that it would even hold up in court.
If you want the reason behind that, as far as why our legal system is a joke, it's a much longer explanation that doesn't have anything to do with cars.

Went through this crap for years when I lived in Florida with their dumb punitive policy mentality toward everything. Basically the law there is that it’s illegal but no one cares until a cop decides he’d like to pull you over because he doesn’t like the way you look and find something to write a ticket for. These are the laws that are left up to the LEOs to interpret at their convenience.
Car is too low? Have a ticket. Your muffler is shiny? The law says it cannot be modified from original. Have two tickets - one for it being modified and one for the act of modifying it.
Doesn’t Texas have a vehicle safety inspection? Seems to me that if you have the inspection sticker then you should be good to go.
It’s been years since I read up on any of this, but as I remember the first CRX didn’t meet the federal height requirements and a carve out was made to allow them to be sold anyway.
