O2 CEL with one ECU, but not the other.

Default O2 CEL with one ECU, but not the other.

Recently swapped the F22A1 in my 91 Accord for an F22B1 from a 95 Accord. The only CEL it has is a code 41 (O2 heater). I double checked all the wires and everything seems connected properly. I tested the sensor with an OHM meter and it reads about 15ohms. The strange thing is that when I put the original ECU back in, there is no CEL. I can unplug the sensor and it will throw a code though. Other than the code 41, the engine runs fine with the F22B1 ECU. POA A51 I believe. Any help is appreciated.
