SOHC Accord Timing Belt job gone wrong?

Hello all, I'm working on a 94 Accord f22 SOHC non vtec engine and I'm currently struggling with aligning all the gears after putting the timing belt on. This is my first timing belt job so I am encountering a few problems. So I had the crank, cam, and the two other gears lined up with their marks, put on the timing & other belt, but the gears got misaligned when I turned the crank. Now that everything is messed up I'm assuming I have to start over again. I am now trying to get the cam gear aligned with the TDC marks, but I've noticed that cylinder 1 is not at TDC until the 2 ( -- ) marks are a couple teeth past the where they should be. How can I get the cam gear marks to line up with the TDC marks and have cylinder 1 at TDC? Also, am I able to take of the belt and line up the crank to TDC without causing problems?

While I'm here I am not understanding how to install the timing belt so that it is taut on the left (from cam to crank gear) and has slack on the water pump side. Every time I route the belt it seems too loose on both, maybe a little tighter on the water pump side. I've watched a few videos and I've seen contradictory information on how to tighten the tensioner nut and the bolt for the arm. Can I get a run down of how to get the right tension for the two belts?

I believe you should be able to move the cam gear to align the marks with the belt off. I just did mine for the first time on a 02 with the F23 following this video.

Just make sure piston 1 is still at TDC when doing this.
