Default Hesitation and fuel consumption

I have a 96 Honda civic D16Y8. No check engine light. New fuel filter, cap and rotor, wires, and spark plugs. Engine hesitates and bucks a little around 3000 RPM when warm and the fuel gauge drops when I press the gas. It comes back up a little when I let off. But it seams like it’s using more fuel than normal. I think the fuel pump may be going out but I can hear it turn on. Need some help figuring out the problem

Your fuel pump may be going bad, or your fuel sending unit may be going bad, or even your fuel injectors may be going bad. You will have to check the fuel system components and see if they are working properly/within specs. A problem that doesn't present itself in the form of a code is gonna be hard to chase, especially drivability issues, as multiple systems are at play.
