If you are asking, "Will my car start without any belts on"? Yes it will start/run without belts.

If it is not external, other causes of a whine could be a throw out bearing if it is a stick shift. Check fluid levels, I had a bearing in my 1989 start making a whirring noise at 300k+ miles, even at idle.
Timing belt tensioner/idler pulleys.
Odd issue could be a partially clogged intake or if you removed the intake, it could sound like a whine. (If a squirrel built a nest in the airbox etc)
You can take off teh oil fill cap while running to see if the noise gets louder, though doubtful.

You can take a piece of hose (garden, heater) and listen to the front of the engine to see if you can locate where the noise is coming from.

I am not sure as to what amount of whine an automatic transmission would make.( As I only drive stick). Check the fluid levels.

Keep in mind that the AC has a bearing that could make the noise when it is not engaged, then when engaged, a clutch and bearing could make a noise. It would not make any noise without a belt on even if engaged.
