Car turns off when starting in the cold
I have a 95 civic lx D15B7 auto trans and I’m having some issues starting the car when the outside temperature is around 35 degrees Fahrenheit or lower. When I turn the key the car starts very strong and everything is normal until about half a second later when the car just shuts off. It seems like power gets cut to the ignition system and the rest of the car. The lights on the dash turn off, and after about a second turn back on. This happens once or twice before the car finally starts and runs perfectly. Anyone have some insight into this? Anytime the temperature is over 40 this never happens. There is no sputtering like the car isn’t getting enough fuel. Sometimes the car doesn’t shut off completely, and the engine catches itself before it dies. When this happens the lights on the dash also turn off for a sliver of a second.

Most likely just the ignition switch itself. It's the white plastic body with the wires that screws onto the backside of the key barrel assembly that's giving you the problem I would think. They are sometimes easier to replace then try to repair.
