Hopefully im explaining this right. On cold starts, it's difficult to turn steering wheel and noticed the power steering pump pulley is freezing/locking up just like the steering wheel which explains that. I replaced the pump before and it stopped doing it but now it came back. Once car fully warms up, it stops doing it. Someone told me it might be rack and pinion but not sure how to tell. When I popped reservoir cap, the fluid is spinning but not sure if normal
