Default No Crank/Start

98 ek sedanB18c
car was put away for winter and only started a handful of times over winter until it would not start in January.
Had the car for 5 years with no issues like thisI turn the key to start position dash lights come on check engine comes on and goes off, fuel pump primes, starter solenoid clicks once, same as old starter, main relay behind glove box clicks rapidly. I've removed the main relay and tested for continuity on all the solder joints which it has (also there is no click at the main relay when cycling between key positions). All fuses under hood are good.
12.4v at starter power connector also at starter spade connector when switched to start. This is after a NEW battery and starter btw. I've cleaned the thermostat ground and main battery ground. Clutch safety switch is not hooked up and never has been since I've had it (car was an auto) i even tried pressing it while turning the key and same result.
I have checked some but not all fuses (all the ones I thought to be for the starter) under driver dash. Only thing i can think of is ignition switch or starter relay which i haven't tested bc i thought if the starter had power the relay must be good. Im stumped as of now and need some ideas.

I've heard of a similar issue about when your hearing the main relay clicking.. check inside the ecu for leaking capacitors or any damage.

Good idea i think its the pgm efi relay I checked which should be good since the fuel pump primes, i will check relays under drivers dash tomorrow and if thats good open up the ecu

Sorry I overlooked you saying the pump is priming, the other scenario was that it wouldn't prime but just click constant. Is the chassis to engine ground good? Just odd since the starter is seeing power and not turning over.

All the other grounds i seen didn't have any visible corrosion, i could try cleaning them anyway just to make sure.

I've got it running now, transmission ground was a bit corroded although i couldn't tell from looking at it. Well at least i have a spare starter and new battery. Will be checking all grounds as a first in the future. Thx for replies.
