If it's glue you can try using a heat gun and a razor blade to cut around the lense and release it, but if that lense (or even the housing) is plastic that's going to be very tricky to do without melting it.
Should be fairly easy to replace, I would just break apart the cracked lense, using a heat gun as mentioned to peel off the remaining bits off the good housing then take the good lense housing, clamp only the metal portion in a vice, use the heat gun and carefully use a hook pick to remove the old glue to get the good lense off.
For assembly, probably could just use some permatex rtv sealant that is compatible for glass and metal.
if you are worried about breaking the good lense and it's housing is still "usable" then treat the rust with a rust inhibitor or a overnight bath in 50/50 vinegar/water mix and just paint it, slap it in..
