Default No fuel to engine

I have a 1995 Honda Civic DX coupe with the 1.5L non VTech engine. Recently I ran into the issue of no fuel to my engine. I replaced my fuel pump and strainer, still nothing. I thought maybe no spark since my spark plug wires were kinda bent and cracked so I replaced them, nothing. I ended up reading that my main relay could be the issue, replaced that and bam! Fuel! Couple days go by and I park outside a store and crank no starts. Come to find out there's no fuel again. Thinking it was a faulty main relay I warrantied the last one and put in the new new one and still nothing. I'm so lost and everything I read is far and few what I need. I'm thinking maybe it's a clogged fuel filter or possibly the fuel pressure regulator went out? I just need some help figuring this out and figured this was my best bet!

Could be your ecu. Does the fuel pump prime, then does the check engine light turn off after 2 seconds when you turn the key to the on position? If not, the capacitors on the ecu are likely bad and need replacing. If the capacitors are bad, inspect the ecu board for damaged traces before replacing the capacitors.

The check engine light does go away, however I cannot hear the fuel pump turn on at all. The only noise I hear when I turn my keys to the on position is the clicking of my shifter. How much would an ECU fix be?

Hondata charges $50 to replace the capacitors in the ECU. https://www.hondata.com/manuals-forms Under S300 forms, the OBD1 ECU socketing form is the one you would need. I would call them first before just sending it in.
