Hello all I’m new here so please be nice

I have a 1999 Honda Civic ex that j bought about a year ago. I just recently did the head gasket on it and while I had the head off I took it all apart cleaned and put everything back together I found that the exhaust valves where not sealing. I now have everything back together and it will not start I double checked everything the timing is right, it has good spark, it has fuel, and it has a good clean air filter. No matter what I do it will not start I tried messing with the timing trying different tunes and I tried ether nothing would make it start it would back fire on occasion but would not start. when I was trying to start it on ether I noticed there is a decent amount of smoke coming out of my valve cover breather. I decided to do a compression test dry and wet the number don’t look so great

both of those are leading me to believe my piston rings are shot. When I had the cylinder head off I did a visual inspection of the cylinder walls and the tops of the and they looked fine besides the normal ware on the cylinder walls there was nothing to be concerned about. When I bought the car I was told that it had engine work done and has vitara pistons and speed factory rods they where going to turbo the car but never did the car was also running on the stock ecu and injectors when I got it. It was also running very lean because of this. The car now has a p28 ecu with a moates demon board running Neptune rtp and now has an arm fuel rail with 287cc injectors aswell as a walbro 255 fuel pump and 6an line as well as a new timing belt. If anyone could give me any advice or any other potential thing it could be I would really appreciate any help as well as any other ways to test if it is my piston rings before I go and buy new ones and take everything back apart all help is appreciated.
