How do you adjust the timing belt? (TOO TIGHT)

Default How do you adjust the timing belt? (TOO TIGHT)

Hi everyone, just recently replaced the timing belt, tensioner, and water pump on a civic 1.7 vtec engine and after putting it back together I realized that the belt might be on too tight. I hear this whoosing sound from the timing (I started it without serpintine, PS belts) and my dad told it can be normal since it's a new belt. I realize I don't want to take the chance and damage anything so I've decided to back in there and adjust it if it needs to be and would like to know the procedure.
do I need to remove everything again? Bottom cover has no cap to loosen tensioner.

you cant adjust the belt. Its impossible for it to be too tight and if it wasnt installed correctly, it wouldnt even go around all the teeth.
