3-4k idle and bouncing

3-4k idle and bouncing
I searched I searched I searched.
Soon as you start it up it’s at like 4k and starts bouncing
I plug the holes in the throttle body and it barely gets it down to about 2k and still bouncing. IACV unplugged and adjusting the screw it still bounces but at 1500-2000 rpm.
Adjusted the fitv plunger all the way down, nothing.
No cel codes besides o2 sensor, is it the o2? Or should I get a new fitv or iacv
