Default d15b obd1 code 8 won't start

Background: I have a 4 dr sedan which has the jdm d15b single vtec motor in it. It has always been throwing around the code 8 which I believe is for TDC sensor on the dizzy? I kept on using it for months until late August, it runs well except for the fact that these past few months it's becoming more and more difficult to start the car then today when I tried to it only cranked and after trying for about three times suddenly no crank, the dash just dims when I try to start the motor. I'm going to get a new po8 distributor but to my curiousness, can the code 8 cause hard-starting and eventually not starting? The battery also went from 12.6v to 12.2v in a matter of three long cranks, is this normal? What other things should I diagnose?

Seems like a dizzy issue, yes.
