US Civic Ex had a 1.6l. You would need the p28 to run it correctly.

 

This ^^^^^^^^^^^^ OP, the ECU that you have pictured above is for a '92-95 Civic EX 1.6L SOHC VTEC engine with an Automatic transmission.

 

your question includes incorrect facts. (or typing error)

the 95 EX is a 1.6L SOHC D16Z6 engine controlled by a P28.
the 1.8L engine came in a list of other models but not that one.
A P28 can be chipped to control a 1.8L engine, along with a long list of other ECUs that can also be used by the same chipping process.
Once chipped that same long list of ECUs can be used to control the D16Z6 that's in the 95 EX from the factory.
(the contents of the chip determines what engine and vehicle setup it controls properly)

As stated by JRCivic1, that ECU (provided it's not chipped) is for a USDM D16Z6 with auto trans.
