Default Da9 suspension problems

Hello all I have a 1991 integra gs, the car seems like it needs an alignment as in wheel straight turning left but when the breaks are applied the wheel straight the car goes straight, it’s super confusing and I’m not sure what else it needs I can not shake the tire when it’s up off the ground so it’s not a wheel bearing or anything like that

Took it to the shop they said the torsion bars needed to be a little tighter but I tightened them up and it drives a little straighter but it still pulls they said tire wear was normal ish a little on the outside but they said other then that the alignment would not cause the dragging the guy drove it said he thinks it’s somthing break related
