D16z6 intake problem

Not sure what this is. It leaks out water and maybe oil.

Its leaking and car smokes when ran hard. Its coming out of that screw. Not even sure what it is

Just remove the set screw, use some loctite thread sealer on it and put it back in. It's probably in place to close off a gallery that was machined in the head.
