ABS indicator light not lit during start up
Greetings!
I have a 1998 5-speed Accord EX that I just had the front axel and brake pads replaced. Driver's side CV boot was completely missing and the passenger side boot had a tear, both sides had massive loss of grease, which was spewed everywhere. Prior to AND after the replacements, when I come to a stop, the brakes would grind/pulsate just before stopping on dry pavement. I assume that there's an issue with the ABS; however, the ABS indicator does not light up. Moreover, the ABS indicator does not light up upon starting the car like it normally should before it does its systems check and goes out. I've checked the ABS light bulb and it works, as I had swapped light bulbs with the SRS bulb and the SRS still lights up. I also disconnected one of the connectors to the ABS Module and still no ABS light, which I thought this might trigger the ABS light to come on. I suppose there could be an issue with the circuit board to the ABS light bulb. There could be a speed sensory (or more) that is either bad or just dirty from all of the grease, which would trigger the ABS light. There are no OBD-II codes that indicate an ABS problem and fuses are intact.
1. Is the grinding/pulsating feel indicative of an ABS issue?
2. Why is the ABS light not lighting upon starting and not lighting if there is an ABS problem?

Is there a chance that the ABS light on the dash is out? Those can go bad too, because if you can tell that the ABS is still working and active, the system is okay. One thing about the ABS brakes is that, if one component of the system has an issue, the system will be turned off completely, leaving you with regular brakes so that no wheel sensor can interfere the wrong way causing an accident.
