Window went down, won't come up

Default Window went down, won't come up

1994 Civic EX Coupe. Passenger side window was rolled down, but it will not come up. I pulled the door panel and checked the wiring that goes to the motor and both wires are putting out 12 volts. The motor is brand new and I can hear it engaging to roll down, but not up. And the driver side works just as it should, so I've got no idea what's up with it.

I would first remove the motor leaving it plugged in and then try it to see if the motor gear is actually moving both forward and reverse strongly (obviously one direction works) grab the gear by hand and try, maybe it's weak in one direction or there's some sort of restriction with the window regulator or if it's off it's track? Maybe the wheels are worn out and sticking? Was it working before with the new motor and just randomly stopped in the down position?
