2007 civic 1.8l lazy at 3500 rpm’s?

2007 civic 1.8l lazy at 3500 rpm’s?
07 Civic is lazy, won’t accelerate at 3500 rpm during acceleration, after back off pedal and slowly accelerate, it gets past the 3500 rpm hesitation.
New exhaust, cat & exhaust all the way back.
New fuel pump, filter and fuel pressure regulator.
New MAF sensor
New coils and plugs.
New air cleaner
New O2 sensors
Fuel pressure and injectors checked out, good.
Local Mechanic can not figure it out.
Anybody else run into this issue?
Any suggestions?
