Default Electrical issue ( car wont start ) Civic EP2 europe

I wrote this in a similar forum before, but i will try here.
Hello people. my ep2 d16v1 civic would not start. It all started from me driving normally and a check engine light appeared, a few moments later the car started to die while driving. i somehow limped to a parking lot and read the codes. it was P0443 evap canister purge valve - circuit malfunction. and the car would not start again, i cleared the code and the car started and drove normally again, but the check engine with the same code would appear anyway. next time i drove the car it was fine with the same code. until i drove a further distance (around 10 km ) the car died and would not start again, cleared the codes still no start. i got it towed back home. i reset the ecu, i checked all grounds, i checked and bought new relays ( fuel relay, main relay, air/fuel relay ) and that did not help either. i checked my alternator positive wire, the connection was a little burned up, but i cleaned the contact and that did not help either. checked all fuses, switched around some relays, no help. the car runs on starting fluid so its a fuel issue, but there is pressure in the fuel line near the injectors.
later on i noticed that the radiator fan is always running, check engine light is flickering lightly as if it was shorting out or having a bad ground, and the car will not start then. sometimes if i waited long enough i would hear a relay click and the fan would stop running at a random time (10 seconds to 10 minutes), check engine light would be bright and normal color, then i could start the car. it would run for 15 seconds to 5 minutes until one of the relays click and the car would turn off. if i hold rpms higher than idle the car would still want to die ( clicking relay ) but it would keep running on higher rpms and not die completely.
the battery voltage holds 11-12 volts, when running jumping from 13.3 to 13.9
scanner shows normal data, sensors working properly ( temperature sensor reads accurate and does not jump to random temperature )
one day the car just started and drove fine without dying ( small distance 1-3km ) until i went to work ( 12 km ) , the car started dying again like on the first day it happened ( relay clicking on/off ). i limped to work and the car died. after work i started the car, it ran for 15 seconds and died, did not start again. now the fan is always running again and check engine light flickers.
I tried unplugging sensors in the engine bay but no difference to start up. the check engine light is brighter and not flickering when i disconnect evap purge valve. later i will check my evap canister under the car near the tank but would evap system somehow short out the whole ecu and prevent the car from running ?
I will add more information later if i remember something.
Any comments and suggestions are welcome
I changed evap solenoid two times now, did not help. today the fans are running and the engine light flickers together with the solenoid. when i use my multimeter on the evap solenoid plug with a DCA option, one of the fans stop running ( why ? )
car shows no codes after the battery was disconnected.
