Default 99 Honda Civic P1298, P0135, P0141

Hey guys I need some help understanding these codes. I was going to fix the 2 02 sensor codes but I read that the p1298 may be causing the other codes pop up. The car has 114k miles, completely stock, runs & idles perfect. The car did randomly shut off on me once but I barely drive it to know if there’s any other symptoms. I would like to try & figure out the p1298 before getting to the rest, if anyone can point me to the right direction it’ll be much appreciated

Check to see whether under-dash Fuse No. 15 is blown. It may be caused by the fuse and engine wire harness damaged.

I checked the fuse under the dash & they’re all good. I did forget to mention that the lock switch, cruise control & some lights aren’t working so I should check the harness.
