I have two huge rust holes in my 2008 accord. A smaller one in front passenger and a bigger hole in rear passenger. If I cut out the rust cleaned it out rust inhibitor. Then I was to use bondo fiber glass resin and cloth then paint it do you think that would suffice for inspection? To weld it’s going to cost me at least 1k.

harbor freight gasless mig welder and some gauge sheet metal should only run you about 200-300$. you could scrap sections of the floor pan from a nearby salvage yard
